रायगढ़।जिले के विभिन्न शासकीय उचित मूल्य की दुकानों में अतिरिक्त आबंटित चावल के वितरण में धांधलियों की शिकायत हाल ही में कलेक्टर से की गई है जिसमें से ग्राम ननसिया की जाँच उपरांत संचालक पर कार्रवाई की जा कर बर्खास्त किया जा चुका है।आपको बता दें कि जिन स्थानों से शिकायतों का स्तर बड़ा था वहीं कार्रवाई की गई है जबकि यह खेल पूरे जिले में खेला जा चुका है।रायगढ़ जिले के खाद्य विभाग का अमला सिर्फ़ गंभीर और वृहद शिकायतों पर ही हरकत में आता है अन्यथा महीना बँधे होने की वजह से गरीबों मुख से निवाला छीनते धांधलीबाजों के लिए संरक्षक की भूमिका में मुस्तैदी से जुटा रहता है।
विश्व के सबसे बड़े लोकतंत्र हिंदुस्तान में अनपढ़ होना कितना बड़ा अभिशाप है इसकी बानगी दूरस्थ ग्रामीण अंचलों में स्पष्ट दिखाई देती है।गरीब गुरबों के हित में सरकारों द्वारा चलाई जाने वाली कल्याणकारी योजनाओं का पूर्णतः लाभ पात्र हितग्राहियों को नही मिल पाता है और हमारे देश के भ्रष्ट सिस्टम के बलबूते धांधलीबाज अपनी तिजोरियाँ भरते जाते हैं।
ऐसे ही एक मामले में रायगढ़ के पूर्वांचल में स्थित ग्रामीण क्षेत्रों में से एक कोलाईबहाल जामगांव की शासकीय उचित मूल्य की दुकान के संचालनकर्ता समूह के ऊपर कुछ हितग्राहियों ने यह आरोप लगाया है कि उन्हें अप्रेल माह हेतु अतिरिक्त आबंटन का चावल अप्राप्त है जिसकी जाँच पड़ताल करने गये खाद्य निरीक्षक चूड़ामणि सिदार के समक्ष कुछ हितग्राहियों ने अपने बयान में कहा कि उन्हें अतिरिक्त आबंटित चावल की वह मात्रा प्रदाय नहीं कि गयी है जो उनके राशन कार्ड में इंद्राज है वहीं कुछ हितग्राहियों ने अतिरिक्त चावल पूरा पूरा मिलना बताया।इस जाँच के दौरान एक खास बात यह भी निकल कर सामने आई कि जिन्होंने अतिरिक्त चावल मिलना बताया वे लोग पढ़े लिखे और समझदार थे वहीं अनपढ़ ग्रामीणों में से ज्यादातर लोगों ने चावल मिलना नहीं बताया।

शिकायत मिलने के पश्चात जाँच के लिए पहुँचे अधिकारी खाद्य निरीक्षक चूड़ामणि सिदार ने रायगढ़ दर्पण एवं निष्पक्ष रायगढ़ की कलम के संवाददाता को बताया कि कुछ हितग्राहियों ने अतिरिक्त आबंटित चावल मिलने की बात को नकारा है एवं बयान में कहा है कि राशन कार्ड में इंद्राज चावल की मात्रा के बारे में उन्हें कोई जानकारी नहीं है जबकि कुछ हितग्राहियों ने चावल की पूरी मात्रा सही सही मिलना बताया है।जांच रिपोर्ट मेरे द्वारा अनुविभागीय अधिकारी राजस्व रायगढ़ के समक्ष प्रस्तुत की जायेगी जिसपर एसडीएम रायगढ़ के द्वारा दिये गए निर्णय अनुसार आगे की कार्रवाई की जाएगी।

शिकायतों की जाँच के दौरान पूरे प्रकरण में स्थानीय गणेश अग्रवाल नामक व्यक्ति की संलिप्तता शासकीय उचित मूल्य की दुकान के संचालन में स्पष्ट रूप से सामने आयी।ग्राम कोलाईबहाल की शासकीय उचित मूल्य की दुकान के समस्त हितग्राहियों को यही पता है कि गणेश अग्रवाल ही उस दुकान का विक्रेता/ संचालक है।
भ्रष्टाचार की पराकाष्ठा को पार करता ग्राम कोलाईबहाल की शासकीय उचित मूल्य की दुकान का यह मामला मात्र एक उदाहरण है जो हमारे सिस्टम की हकीकत बयान कर रहा है।सरकारों द्वारा चलाई जाने वाली विभिन्न कल्याणकारी योजनाओं का अनुचित लाभ उठाकर भ्रष्टाचारी अपनी तिजोरी भर रहे हैं वहीं इन सब पर नजर रखने वाली मॉनिटरिंग एजेंसियां सिर्फ कार्रवाई के नाम पर खाना पूर्ति तक सीमित हैं।आज यदि लोकसेवक अपनी जिम्मेदारियों को भलीभाँति निर्वाह करें तो किसी भी गणेश अग्रवाल की हिम्मत नहीं होगी कि वह किसी गरीब के मुँह से निवाला छीन सके।

In one such case, some beneficiaries have alleged over the operator group of government fair price shop of Kolaibahal Jamgaon, one of the rural areas located in Purvanchal of Raigarh, that they have not received rice for the additional allocation for the month of April, which should be investigated. Some of the beneficiaries said in their statement before the Food Inspector Chudamani Siddar that they have not been supplied the quantity of extra allotted rice which is mentioned in their ration card, while some beneficiaries told that they got the extra rice completely. The special thing also came out that those who told to get extra rice were educated and intelligent, whereas most of the illiterate villagers did not tell to get rice.
What do the Investigating Officers say?
Food Inspector Chudamani Sidar, who arrived for investigation after receiving the complaint, told the correspondent of Raigad Darpan and Fair Raigarh’s pen that some beneficiaries have denied the fact of getting the extra allotted rice and said in the statement that Indraj rice in the ration card They do not have any information about the quantity, while some beneficiaries have told that the entire quantity of rice is right. Inquiry report will be presented by me to the sub-divisional officer, Revenue Raigarh, on which further action will be taken as per the decision given by SDM Raigarh. .
