रायगढ़।छत्तीसगढ़ कर्मचारी अधिकारी फेडरेशन जिला शाखा रायगढ़ ने शिक्षकों के वेबीनार में जिसमें 20000 शिक्षकों की भागीदारी थी जिसमें छत्तीसगढ़ शासन के शिक्षा विभाग के सेवावृद्धि प्राप्त संविदा कर्मी आलोक शुक्ला प्रमुख सचिव शिक्षा विभाग, नान घोटाले में चार्जशीटेड द्वारा बेशर्मी भरे बयान देते हुए शिक्षकों को निकम्मा कहा गया। इस अधिकारी के वक्तव्य का कर्मचारी फेडरेशन के जिला शाखा रायगढ़ के संयोजक शेख कलीमुल्लाह सचिव अनिल यादव ने विरोध किया है।उन्होंने अपने वक्तव्य में कहा है कि शिक्षक की गरिमामय पद को निकम्मा कह अपने को ही निकम्मा साबित किया है। यह बयान बेशर्मी से भरा हुआ है। उनका पूरा सेवाकाल भ्रष्टाचार के संदिग्ध आरोपों से भरी पड़ी है।नान घोटाले में वह स्वयं चार्जशीटेड है, और जमानत पर हैं। जुगाड़ लेकर शिक्षा सचिव जैसे पद में बार-बार वह स्वयं सेवा वृद्धि लेकर शिक्षा विभाग के मुखिया बने हुए हैं।उनके सेवा वृद्धि का मामला भी न्यायालय में लंबित है। इनके द्वारा शाला संबंधी खरीदी में इनके एनजीओ द्वारा फर्जी सामानों की सप्लाई की गई और उनके द्वारा उन्हें छाया प्रदान की गई। उनके साये में ही स्थानांतरण पदोन्नति व नई भर्ती के पदाकंन में लाखों का खेल चल रहा है।आज छत्तीसगढ़ के शिक्षा की जो दुर्दशा है उसके लिए मुखिया होने के नाते वह स्वयं जिम्मेदार है। उनकी कौन सी ऐसी योजना है जो शिक्षा को बर्बाद कर रही है वे स्वयं विचार करें, शिक्षक तीन चरणों में चयनित होकर उस पद पर पदस्थ होते हैं। शिक्षक योग्यता पास करने व शिक्षक ट्रेनिंग पास करने के बाद व्यापम परीक्षा में वरीष्ठता होने के बाद शिक्षकों की पदस्थापना होती है तो उसे दोष देना बिल्कुल गलत है।कई वर्षों से पदोन्नति नहीं हो रही है। योग्य एवम सक्षम व्यक्ति के होते हुए निचले स्तर के व्यक्ति को विकास खंड शिक्षा अधिकारी एवम जिला शिक्षा अधिकारी जैसे पद पर बिठाया जाता है।
यदि राज्य की शिक्षा व्यवस्था ठीक नहीं है तो सचिव से लेकर संचालक, संयुक्त संचालक, जिला शिक्षा अधिकारी, विकासखंड शिक्षा अधिकारी पर पहले कार्यवाही हो। उसके बाद शिक्षकों पर कार्यवाही हो। जिला शिक्षा अधिकारी व विकास खंड अधिकारी का पद प्रभारियों के भरोसे चल रही है। इन पदों पर पूर्णकालिक अधिकारी नहीं है । वरिष्ठ के होते हुए कनिष्ठ को प्रभारी बनाया गया है। जो इन्हीं अधिकारियों को लाखों देकर उस पद पर विराजमान होते हैं, और ऐसे ही अधिकारियों के साये में रहकर उस लाखों को करोड़ों में शिक्षकों व शिक्षा मद से वसूल करते हैं। जबकि यही अधिकारी शिक्षा के मूल आधार स्तंभ है। जो भ्रष्टाचार के साये में फलते फूलते हैं वे कैसे शिक्षा के ऊपर ध्यान देंगे।
हाई स्कूलों में हजारों पद प्राचार्य व व्याख्याता के खाली हैं। माध्यमिक शाला में प्रधान पाठक व उच्च श्रेणी शिक्षक के पद रिक्त हैं। प्राथमिक शालाओं में प्रधान पाठक नहीं है,शाला में शिक्षक की कमी व कई शालाएं शिक्षक विहीन है। इसके लिए कौन दोषी है। मुखिया विहीन व शिक्षक विहीन शालाओं के लिए कौन दोषी है। जब संस्था में मुखिया व शिक्षक ही नहीं तो अच्छी पढ़ाई कैसे संभव है । भर्ती पदोन्नति तो उन्हें स्वयं करनी है जो वर्षों से लंबित है। स्थानांतरण व पदोन्नति पदस्थापना में लाखों रुपए का कारोबार चल रहा है और यही अधिकारी चला रहे हैं। सरकारी स्कूल आज भी जर्जर अवस्था में हैं, कक्षाओं का अभाव है फर्नीचर की व्यवस्था नहीं है, शौचालय की कमी है, अधोसंरचना की कमी हैं।क्या उसके लिए भी शिक्षक ही दोषी है। विगत 3 वर्षों में कोविड काल में अध्यापन बुरी तरह से प्रभावित हुई,शिक्षा के क्षेत्र में नित नए प्रयोग, नई योजनाएं, वित्त पोषित एनजीओ की घुसपैठ जिसमें शिक्षा माफिया के लोगों की भूमिका है । शिक्षा माफिया वही जो उच्च पदों पर बैठे हैं। एन जी ओ से कमीशन लेकर उन्हें विद्यालय में हस्तक्षेप करने की खुली छूट देना भी लचर शिक्षा के लिए जिम्मेदार है।शिक्षा को बर्बाद कर रही है। सेटअप एवम बच्चों की संख्या के अनुरूप शिक्षकों की व्यवस्था नहीं है,गैर शैक्षिक एवम गैर विभागीय कार्य की अधिकता भी शिक्षा क्षरण के कारण है।

After that action should be taken against the teachers. The post of District Education Officer and Development Block Officer is being run by the in-charges. These posts do not have full time officers. The junior has been made in-charge while being the senior. Those who sit on that post by giving lakhs to these officers, and stay in the shadow of such officers, recover those lakhs in crores from teachers and education items. Whereas this officer is the basic pillar of education. How will those who thrive under the shadow of corruption pay attention to education.
Thousands of posts of principal and lecturer are vacant in high schools. The posts of head reader and upper class teacher are vacant in secondary school. There is no head reader in primary schools, there is a shortage of teachers in the school and many schools are without teachers. Who is to blame for this? Who is to blame for the headless and teacherless schools? How can good education be possible when there is no head and teachers in the institution? Recruitment promotion has to be done by them themselves which is pending for years. Business worth lakhs of rupees is going on in transfer and promotion posting and these officers are running it. It is ruining the education. There is no arrangement of teachers according to the setup and the number of children, the excess of non-academic and non-departmental work is also due to education erosion.
