उद्यानिकी विभाग में पॉली हॉउस के नाम पर करोड़ों का घोटाला हुआ उजागर, दोषी अधिकारियों पर लटकी तलवार…

रायपुर। सरकार की योजनाओं का माखौल उड़ाते हुए अधिकारी और बिचौलिए किस तरह करोड़ो के वारे-न्यारे कर जाते हैं, उसका जीता-जगता नमूना है महासमुंद के उद्यानिकी विभाग में हुआ पॉली हाउस घोटाला, जिसकी खबर को समाचार पत्र में प्रमुखता से उठाया और मामले की जांच में सारी गड़बड़ी उजागर हो गई।
मुख्यालय स्तर पर की गई जांच…
महासमुंद में उद्यानिकी विभाग में हुए घोटाले के समाचार प्रकाशन के बाद स्थानीय विधायक और संसदीय सचिव विनोद सेवन लाल चंद्राकर ने मामले की लिखित शिकायत विभाग के डायरेक्टर माथेश्वरन से की। जिसके बाद मामले की जांच का जिम्मा संयुक्त संचालक व्ही के चतुर्वेदी को सौंपा गया, जिन्होंने विस्तृत जांच के बाद जांच रिपोर्ट डायरेक्टर को सौंप दी है।
इस मामले की जांच के दौरान एन.एस. कुशवाहा, तत्कालीन सहायक संचालक उद्यानिकी विभाग, महासमुंद ने विभाग को बताया था कि 17 किसानों को शेड नेट के लिए 253.037 लाख यानी ढाई करोड़ का अनुदान दिया गया। वहीं 66 किसानों को पैक हाउस के लिए 132 लाख का अनुदान दिया गया।
जांच में हकीकत हो गई उजागर…
उद्यानिकी विभाग के डायरेक्टर के निर्देश के बाद जमीनी तहकीकात शुरू हुई। जांच टीम महासमुंद के सराईपाली पहुंची। यहां अब्दुल नईम, ननकी बाई पटेल और सुरेश पटेल के पैक हाउस को देखा गया। इसी दौरान सराईपाली में ही उत्तम बरिहा, ननकी बाई और भरत लाल पटेल के यहां बनाए शेडनेट का भी परिक्षण किया गया। मौके पर इन सभी किसानों के बयान दर्ज किए गए।
ठेका एक कंपनी को, भुगतान दूसरी को
जांच के दौरान पता चला कि महासमुंद में दफ्तर के रिकार्ड में शेडनेट को दुर्ग की एग्रोटेक कंपनी ने बनाया है, जबकि किसानों ने बताया रायपुर के जय गुरुदेव फर्म ने इसे बनाया है। पूछताछ में रायपुर की फर्म ने स्वीकार भी किया कि तीन किसानों से 19.81 लाख, 19.88 लाख और 9.94 लाख रुपए उसने प्राप्त भी किए। जांच अधिकारी ने इससे संबंधित सभी कर्मचारियों कृपाशंकर गिलहरे, प्रीति सेन और भूषण लाल ध्रुव के बयान दर्ज कर लिए।
नेट हाउस के निर्माण में भारी गड़बड़ी…
महासमुंद में जांच के दायरे में आये 17 शेडनेट का भौतिक सत्यापन किया गया, तो जांच अधिकारी ने स्पष्ट लिखा कि योजना के प्रावधान के विपरीत काम किया गया। इस दौरान किसी भी किसान के नेट हाउस में पैरापिट नहीं था, जो होना चाहिए था। नेट हाउस में मजदूरों से संबंधित सभी कामों को नेट हाउस निर्माता को कराना था, जबकि ये काम किसानों ने खुद कराया।
ढाई करोड़ के घालमेल का अनुमान…
करोड़ों के इस घोटाले में यह बात साफ़ हो गई कि सहायक संचालक, महासमुंद ने बिना जांच पड़ताल के अनियमित भुगतान किया। दस्तावेजों में पेमेंट बताया गया दुर्ग की फर्म को और पेमेंट किया गया रायपुर की फर्म को। इसके अलावा एक ही किसान के यहां दो नेट हाउस बना दिखाया गया, जबकि मौके पर एक ही मिला। इसमें केंद्र-राज्य के खाते में टैक्स से संबंधित अनियमितता भी पाई गई है। जांच प्रतिवेदन से भी स्पष्ट है कि महासमुंद जिले में लगभग ढाई करोड़ की बन्दरबांट की गई है।
पैक हाउस की जांच के तथ्य…
नियम कायदों को ताक पर रखकर बनाये गए 21 किसानों के पैक हाउस अधूरे पाए गए जबकि सब इंजीनियर ने सभी को पूर्ण बताया और भुगतान भी पूरा किया गया। इतना ही नहीं, सरकारी जमीन पर बेजा कब्जा कर पैक हाउस बनाकर उसका भुगतान कर दिया गया।
आश्चर्य तो इस बात का है कि एक मामले में पैक हाउस का निर्माण पिता की जमीन पर किया गया और भुगतान बेटे को कर दिया गया।
आकार छोटा था तो भुगतान क्यों..?
जांच के दौरान नेट हाउस के आकार में भी गड़बड़ी पाई गई। दस्तावेज में जितना बड़ा नेट हाउस बनाना बताया गया है, मौके पर उस आकार का नहीं मिला। इसमें चार हितग्राहियों को करीब साढ़े 24 लाख रूपये का ज्यादा भुगतान किया गया। पैक हाउस 54 वर्ग मीटर में बनना था मगर उससे छोटा बनाया गया। कायदे से ऐसी स्थिति में भुगतान नहीं होना था, लेकिन कर दिया गया। इसमें 73 लाख से ज्यादा का भुगतान हुआ। इस घोटाले में मूल्यांकनकर्ता और सब इंजीनियर बराबर के साझेदार हैं, क्योंकि इन लोगों ने ही स्थल निरिक्षण और सत्यापन के अलावा मूल्यांकन भी किया। हालांकि यह भी जानकारी मिली है कि इस मामले में जिम्मेदार अधिकारियों का बयान ही नहीं लिया गया है।
किसानों को मिलती है 14 लाख की सब्सिडी…
बता दें कि पॉलीहाउस के निर्माण में सरकार की ओर से किसानों को सब्सिडी दी जाती है। उद्यानिकी विभाग से मिली जानकारी के अनुसार 19 लाख के पॉलीहाउस के निर्माण में 14 लाख की सब्सिडी दी जाती है। वहीं, ग्रीन हाउस का निर्माण में ढाई लाख की सब्सिडी दी जाती है। विभाग द्वारा 20 किसानों को पॉली हाउस की जगह ग्रीन हाउस बनाकर दिया गया है। इस तरह 2 करोड़ 80 लाख रुपए की राशि विभाग के अफसर और ठेकेदारों की जेब में गई है।
GST में गड़बड़ी की आशंका…
जांच टीम को आशंका है कि निर्माण कार्य में लगी कंपनियों के भुगतान में जिस तरह की गड़बड़ी की गई है, वह GST को बचाने के फेर में की गई होगी। यही वजह है कि फर्मों के संदर्भ में जीएसटी का विवरण वाणिज्यकर विभाग से मांगा गया है, ताकि गड़बड़ी का पूरी तरह खुलासा हो सके।
पूरे प्रदेश में हुई है गड़बड़ी…
TRP NEWS का यह दावा है की इनके पास इस बात की पुख्ता जानकारी है कि महासमुंद के उद्यानिकी विभाग की तरह दूसरे जिलों में भी घोटाला हुआ है, जानकारों का कहना है कि अगर दूसरे जिलों में भी पॉली हाउस, नेट हाउस, ग्रीन हॉउस और पैक हाउस के निर्माण की जाये तो लगभग 60 करोड़ का घोटाला उजागर रहोगा। उम्मीद की जानी चाहिए कि विभाग के सचिव और डायरेक्टर इस मामले को संज्ञान में लेकर दूसरे जिलों में हुए कार्यो की भी जांच का आदेश जारी करेंगे।
घोटाला उजागर, मगर कार्रवाई में देरी…
महासमुंद के उद्यानिकी विभाग में गड़बड़ी पूरी तरह उजागर हो गई है, धोखाधड़ी साफ़ नजर आ रही है, मगर कार्रवाई में अभी और देरी नजर आ रही है। उद्यानिकी विभाग के सचिव एस भारतीदासन का कहना है कि जांच रिपोर्ट में और भीआरोप जोड़े गए हैं, जिसकी जांच होगी और जो भी दोषी पाया जायेगा उसके खिलाफ कार्रवाई की जाएगी। हालांकि जांच दल ने दोषी पाए गए लोगों के खिलाफ FIR की अनुशंसा भी की है। बहरहाल देखना यह है कि उच्चधिकारी इस मामले में कब तक क़ानूनी कार्रवाई करते हैं।

The reality came to light in the investigation…
After the instructions of the Director of Horticulture Department, the ground investigation started. The investigation team reached Saraipali in Mahasamund. The pack houses of Abdul Naeem, Nanki Bai Patel and Suresh Patel were seen here. Meanwhile, the Shednet built by Uttam Bariha, Nanki Bai and Bharat Lal Patel in Saraipali itself was also tested. The statements of all these farmers were recorded on the spot.
Contract to one company, payment to another
During investigation it was found that in the records of the office in Mahasamund, Shednet was made by Agrotech company of Durg, while the farmers told that it was made by Jai Gurudev firm of Raipur. During interrogation, the Raipur firm also admitted that it had received Rs 19.81 lakh, Rs 19.88 lakh and Rs 9.94 lakh from three farmers. The investigating officer recorded the statements of all the employees related to this, Kripashankar Gilher, Preeti Sen and Bhushan Lal Dhruv.
Huge disturbances in the construction of net house…
In Mahasamund, the physical verification of 17 shadenets that came under investigation was done, then the investigating officer clearly wrote that the work was done contrary to the provision of the scheme. During this time no farmer had a parapit in the net house, which should have been there. In the net house, all the work related to the laborers was to be done by the net house manufacturer, whereas the farmers themselves got this work done.
Estimates of a mix of 2.5 crores …
In this scam of crores, it became clear that the Assistant Director, Mahasamund made irregular payments without investigation. In the documents, the payment was told to the firm of Durg and the payment was made to the firm of Raipur. Apart from this, two net houses were shown built in the same farmer, while only one was found on the spot. In this, irregularities related to tax have also been found in the account of Centre-State. It is also clear from the investigation report that in Mahasamund district, about 2.5 crore rupees have been distributed.
Facts of the pack house investigation…
The pack houses of 21 farmers, which were built keeping in view the rules and regulations, were found incomplete, while the sub-engineer told everyone to be complete and the payment was also completed. Not only this, the government land was unnecessarily occupied and paid for by making a pack house.
It is surprising that in one case the pack house was constructed on the father’s land and the payment was made to the son.
The size was small so why pay..?
During the investigation, a discrepancy was also found in the shape of the net house. The size of the net house mentioned in the document was not found on the spot. In this, an additional payment of about Rs 24 and a half lakh was made to four beneficiaries. The pack house was to be built in 54 square meters but was made smaller than that. By law, payment was not to be made in such a situation, but it was done. In this, more than 73 lakhs were paid. The appraiser and the sub-engineer are equal partners in this scam, as it is these people who did the site inspection and verification as well as the evaluation. However, it has also been learned that in this case the statement of the responsible officers has not been taken.
Farmers get subsidy of 14 lakhs…
Let us tell you that in the construction of polyhouse, subsidy is given to the farmers by the government. According to the information received from the Horticulture Department, a subsidy of 14 lakhs is given for the construction of a polyhouse worth 19 lakhs. At the same time, a subsidy of 2.5 lakh is given for the construction of green house. 20 farmers have been given green houses instead of poly houses by the department. In this way, an amount of Rs 2 crore 80 lakh has gone into the pockets of the officers and contractors of the department.
Mistakes in GST…
The investigation team is apprehensive that the wrongdoing in the payment of the companies engaged in the construction work may have been done in the interest of saving GST. This is the reason why the details of GST in respect of firms have been sought from the Commercial Taxes Department, so that the discrepancy can be fully disclosed.

TRP NEWS claims that they have strong information that like the Horticulture Department of Mahasamund, there has been a scam in other districts as well, experts say that if there are poly houses, net houses, green houses and pack houses in other districts too. If the construction is done then the scam of about 60 crores will be exposed. It should be expected that the secretary and director of the department will take cognizance of this matter and issue an order to investigate the work done in other districts.
Scam exposed, but delay in action
The disturbance in the Horticulture Department of Mahasamund has been completely exposed, the fraud is clearly visible, but there is still more delay in the action. Horticulture Department Secretary S Bharathidasan says that more charges have been added to the investigation report, which will be investigated and action will be taken against whoever is found guilty. However, the investigation team has also recommended FIR against those found guilty. However, it remains to be seen how long the higher authorities take legal action in this matter.
